Start with the existing line and proposed design
Give the engineer a current survey, the approved plans you can find, waterfront length and neighboring cap elevations. The city application asks for lot and waterway widths and signed, sealed engineering. Do not assume that the existing alignment can be moved outward or that a higher cap is automatically allowed.
Current numerical height and waterward-placement requirements need written confirmation for the parcel. Our height guide explains why an old city-hosted code packet is not sufficient evidence of the rule today.

Resolve the construction sequence before signing
A developed lot may have little room between the house, pool and waterfront. Identify the working route, equipment loads, staging surface, removal route and restoration obligations. Form 31 specifically asks about barges and requires additional approval for vacant-lot staging.
Where a boat lift or dock blocks the wall, coordinate removal and reconstruction with separate permit scopes. Obtain a written sequence for power, water, dock access and use of the backyard during the work.

Define what completion means
- Approved inspections and engineer certification tied to the actual permitted plans.
- Completion survey showing the wall, adjacent wall relationship and NAVD88 elevation.
- Permit numbers and status for the seawall and related dock or utility work.
- Restoration, disposal, warranty documents and an agreed list of outstanding items.
- A record of changes from the original design and how they were approved.
Compare systems on equivalent design assumptions
Concrete, vinyl, steel and composite proposals can differ in structural layout, anchoring, exposure assumptions and installation method. Ask the engineer what is appropriate here and compare a complete design scope. This site does not assign a universal service life or claim that one material fits every Marco Island waterfront.
Use the quote worksheet for construction allowances and the access guide for route questions.
Which decisions should be settled before bidding?
- The wall line
- Ask the designer to show existing and proposed alignment, returns and adjoining-wall connections. Identify any approval still needed for a change in footprint.
- The retained property
- Identify the yard, pool, dock, utilities and other improvements that remain. Ask how access, temporary work and restoration are reflected in the price.
- The system
- Compare complete engineered arrangements rather than panel material alone. Ask what anchors, cap, drainage and below-water support are part of each option.
- The handover
- Name the person responsible for revisions, inspections, certification, survey and related permit closeout. Keep the approved scope available to the owner throughout the work.
