City parcel or unincorporated Collier parcel?
Start a Marco Island city project with Building Services and Form 31. Goodland appears outside the city limits in the city’s comprehensive-plan map series. Nearby waterfronts should be checked by parcel, not assigned to the city because of a postal address. Collier County uses its PRMAR Marine application for docks, seawalls, lifts and marine demolition.
City: 239-389-5059. County zoning questions: 239-252-5603. Ask which office handles the address before preparing an application.

Check the July 2026 exemption limits
The city’s July 2026 guidance describes permit exemptions for certain minor work and temporary flood barriers, with Special Flood Hazard Area restrictions and additional conditions. The temporary-barrier provision includes a non-load-bearing condition.
Do not assume that a low price or the words “flood protection” exempt structural seawall work. Give Building Services the parcel, flood-zone information and complete proposed scope before relying on an exemption.

Marco Island’s application asks for more than a sketch
- Scaled site plan with property-line relationships; survey or plat showing lot and waterway widths.
- Signed and sealed engineered drawings and design-professional pre-permit affidavit.
- Description and length of seawall, cap-only or French-drain work.
- Equipment and material staging location; whether barges will be used and their dimensions.
- Separate dock, lift, electrical and plumbing applications where required.
- Temporary-use approval and staging documentation when using a vacant parcel.
Environmental review is a separate question
DEP South District covers Collier County; call 239-344-5600. Ask about Environmental Resource Permitting, exemption verification, submerged lands and mangroves using the actual work limits and photos. USACE’s Fort Myers Permits Section covers Collier County at 239-334-1975.
Do not assume that a city permit settles state or federal authorization. Gulf-front work also needs a separate CCCL question. See mangrove and shoreline review.

What should happen before the work starts?
Use these as coordination checkpoints. The responsible offices determine the actual submissions, review order and conditions; an application number alone does not show that work is authorized.
Set one complete scope
Put the wall, dock or lift changes, drainage, vegetation, work footprint and equipment route on the same project brief. Identify who prepares the survey and engineering and who answers review comments.
Resolve each approval path
Confirm city or county jurisdiction, then ask DEP and USACE which authorizations apply to the waterward activity. Save written exemption or jurisdiction determinations with the drawings when provided. Do not treat one office’s answer as every office’s approval.
Check the issued documents
Have the contractor and designer reconcile approved plans, conditions, related permits and required inspection points before scheduling construction. Record any work that must wait for another permit or inspection.
Plan the finish at the start
Assign the engineer certification, final survey, inspection follow-up and related permit closeout to named people. Ask how revisions during construction will be documented and approved.

What makes a permit question easier to answer?
- Attach the survey and dated photos if available; identify what is still missing.
- Name the applicant and project professional so comments reach the person who can revise the plans.
- Ask which published form or current code section supports the answer, and save the reply date.
- Ask how the office handles a changed scope after issuance rather than assuming the original approval covers it.
For fee arithmetic, use the signed city fee schedule and examples. For an older wall, start with the records search so the proposed work can be compared with the approved history.

Keep a completion checklist from day one
Form 31 requires engineer certification that the inspected work follows approved plans and a final survey identifying wall position, adjacent walls and NAVD88 cap elevation. Ask who orders those documents and whether their costs are included.
Use the records guide to track each permit, and the current fee schedule when setting the administrative allowance.
