Marco Island Marina Seawall & Bulkhead Planning

Start with the operating waterfront: vessels, utilities, pedestrian routes and structural work must fit the same construction plan.

01 · Operating needs

Map operations before choosing a repair sequence

Identify each wall segment, slip, utility route and loading area. State which berths must move, what can remain in service and who controls vessel movement during work. A repair design should account for the actual operational loads and waterfront use.

Form 31 asks about barges and separately permitted dock, lift, electrical and plumbing work. Resolve the permit dependencies before promising uninterrupted operations.

02 · Design questions

Investigate the wall below the working surface

The city manual discusses toe-support loss and the value of underwater inspection. For a marina, ask the engineer to define the investigation around water depth, traffic, docking arrangement and inaccessible areas.

Riprap can occupy docking space. Show any proposed toe protection and the vessel envelope on the same drawings, and ask DEP and USACE which authorizations apply to the waterward work.

Working conditions
Which underwater areas can be reached safely during normal operations, and which require a closure or a different access arrangement?
Design assumptions
What vessel use, loading and existing support conditions are being evaluated? Ask the engineer to identify missing information before comparing repair systems.

03 · Approvals & phasing

Set acceptance criteria for each phase

  • Required inspection and engineering evidence before reopening a segment.
  • Utility and dock permits with the responsible trade contacts.
  • Temporary operating restrictions that remain in force.
  • Survey and approved-plan records for the completed work.
  • Restoration, debris removal, warranty and outstanding-item schedule.

For each phase, record the technical evidence required for acceptance and the separate operating checks before reopening. Assign outstanding utility, dock or restoration items to named parties. Keep the phase limits with the final survey and approved drawings so the next maintenance or expansion project starts with a clear record.
