Separate permits need one coherent plan
Form 31 expressly calls for separate dock, lift, electrical and plumbing permits and identifies a hold until the dock permit is issued. Ask Building Services how that condition applies to your work, including removal, temporary changes and reconstruction.
Create a responsibility list: seawall designer, dock designer, marine contractor, electrician and owner. Record who submits each application and who resolves conflicts between drawings.
Describe the property while construction is underway
- Which vessels must move and where they can legally remain.
- Whether the dock can remain in place during the wall work.
- How shore power, water and lift circuits will be isolated and restored by the appropriate professionals.
- The barge approach, bridge route and working area required for demolition and placement.
- Who provides safe resident access or restricts use of the waterfront.

Close every related permit
Request separate permit numbers and inspection records, then check each status at handover. Seawall engineer certification and the completion survey do not automatically establish that dock electrical work has been closed.
For Collier County parcels outside the city, start with the PRMAR pathway and identify the related trade applications. For associations, use the condo coordination checklist.

Who owns each handoff between the wall and dock work?
- Before mobilization
- Name who confirms vessel relocation, access permission, approved drawings and the related permit dependencies. Record any date that depends on another contractor finishing first.
- During removal and installation
- Identify who coordinates utility isolation, dock changes, wall access and inspections. Have the responsible trades and designer resolve drawing conflicts before work is concealed.
- Before reopening
- Ask who confirms that the dock, lift, utilities and access routes are ready for the intended use. Do not assume completion of the wall makes every adjacent system ready.
- At handover
- Keep a separate status line for each permit and trade. Name the person responsible for any unresolved inspection, restoration item or document.
