Record changes without approaching a failed edge
Photograph the wall from stable ground, keeping people and equipment away from new voids or movement. Include the wall ends, visible cap cracks, settled paving and the waterward face when it can be seen safely. Record the date and whether the change followed rainfall or a storm.
The city manual illustrates soil loss at panel joints, tieback deterioration and loss of support at the submerged toe. These mechanisms can produce overlapping symptoms. A surface photograph does not prove which one is responsible.
Ask for a decision, supported by findings
- A dated wall-by-wall photo record and measured areas of concern.
- Distinction between observed damage, suspected cause and inaccessible components.
- Repair alternatives, urgency and any temporary exclusion area recommended by the professional.
- Whether a survey, underwater check or structural design is needed before pricing.
- A written scope, fee, delivery date and permission for a buyer, lender or association to use the report.
Gather the records that make the visit useful
Bring the final survey, approved wall drawings, prior repairs and completion records. Form 31 calls for engineer certification and a survey showing wall height in NAVD88. These are more useful than an undated assertion that the wall was “redone.”

What kind of assessment are you buying?
- Visible condition record
- Ask which accessible surfaces will be photographed and measured. Confirm whether the deliverable is a condition record, an engineering opinion or a contractor’s sales estimate.
- Investigation of concealed areas
- Ask which underwater or buried components need further access and how that work will be arranged. State the extra scope and cost before assuming it is part of a walk-through.
- Repair design
- A recommendation to repair is not the same as permit-ready drawings. Ask whether design, review responses and construction observations are separate engagements.
