Marco Island HOA Seawall Repair Planning

Establish who owns each wall section and who can approve the work before collecting a single association-wide price.

01 · Ownership

Map responsibility along the waterfront

Use association documents and professional advice to distinguish common property from individually owned walls. Mark each segment, return and transition on a site plan. The city manual notes that deterioration in an adjoining wall can affect a neighbor.

Ask the engineer whether phased work changes support or access at the transition. A board decision does not by itself authorize use of an individual owner’s land.

Issue the same engineering scope to each bidder

  • Segment lengths, investigated defects and concealed conditions.
  • Required engineering, permit submissions and inspection points.
  • Barge route, work zones and any vacant-lot staging application.
  • Separate dock or utility work and resident access restrictions.
  • Restoration, change authorization, warranties and closeout deliverables.
Base scope
Use the same investigated lengths, design revision and access plan for all bidders.
Alternates
Keep optional work, uninvestigated areas and changed quantities separate so the board can see what each decision buys.
Phases
Ask the engineer what can be separated safely and the contractor what repeat mobilization or temporary work would cost.

Keep the board’s decisions auditable

Record which option was chosen, the professional advice considered, the price allowances and the approved contingency process. Ask the association’s advisers about governing documents and funding decisions rather than assuming a seawall website supplies legal or reserve-study advice.

Use neighbor project planning for separately owned properties and the scope worksheet for proposal comparison.

Keep a decision log with the selected option, supporting report, approved amount and person authorized to handle changes. Add resident communications and a handover list. Future boards should be able to identify what was completed, what remains and why the previous board chose that sequence.
