Repair or Replace a Marco Island Seawall?

By Marco Island SeawallUpdated: 2026-10-26

Ask what can be retained safely, what would remain uncertain and how the complete repair compares with a replacement design.

Require a diagnosis before comparing prices

The city manual treats leaking joints, deteriorated anchors, damaged panels and toe loss as different mechanisms. Ask the professional to map the affected components and explain which tests or observations support the recommendation.

A limited repair may make sense for a defined defect in an otherwise serviceable system. Where the evidence suggests widespread damage or movement, investigate the whole system before combining several small repairs into a costly sequence.

What would make each option reasonable?

The useful question is what the proposed work will leave you with. Ask the assessor to describe the retained wall as carefully as the new work. These are questions to resolve in the report, not a way to diagnose a wall from a photograph.

A defined repair

Is the defect confined to identified components? What evidence supports keeping the surrounding panels, anchors and toe? Ask how the repair connects to those retained parts and what follow-up will show that the original problem has stopped.

A replacement design

Are several connected components compromised, or would repairs leave important conditions unresolved? Ask which existing elements would be removed, retained or built around. Include the resulting alignment, drainage and neighboring-wall connections.

More investigation first

Would underwater access, a survey or controlled exposure change the recommendation? Get a separate scope for that investigation. An unresolved condition belongs on the decision sheet even if neither bidder has priced it.

Put both options on the same worksheet

  • Components repaired or replaced, and components left in place.
  • Remaining concealed conditions and the cost of resolving them.
  • Engineering, local and environmental approvals, access and dock work.
  • Restoration and temporary loss of waterfront use.
  • Warranty coverage, exclusions and the professional’s basis for any service-life estimate.
  • Circumstances that would change the recommendation after work begins.

How do you compare two conflicting recommendations?

Put the reports beside one another and identify the first difference in evidence. One person may have inspected underwater; another may have priced only the visible cap. That is a difference in scope before it is a disagreement about the remedy.

What was examined?
List the accessible face, underwater areas, anchors and wall ends. Mark unexamined areas as unknown rather than satisfactory.
What remains after work?
Name every retained component. Ask which future repairs are foreseeable and whether another equipment mobilization would be needed.
What is the complete price?
Compare design, permits, access, temporary dock changes, construction and restoration. Show allowances separately.
What supports the promise?
Request the basis and limitations of any remaining-life estimate. Read the warranty exclusions and identify the company responsible for a claim.

If a key finding is disputed, ask each professional what additional evidence would settle it. A focused second assessment is more useful than collecting another price for a different scope. Bring the findings into your project budget.

A short repair can still have substantial access costs

Form 31 asks about barge dimensions and staging. On a constrained developed lot, mobilization may be important even when only a few panels need work. Ask whether a future second mobilization is likely if a repair leaves known problems unaddressed.

For nearby owners, shared planning may be worth discussing, but each wall still needs its own scope and permit decision. No discount is assumed.

Ask what would change the recommendation

A useful report should explain what finding would make repair unsuitable or replacement unnecessary. Request those decision points in writing. If two professionals disagree, compare their access, measurements and assumptions rather than voting by headline price.

Continue with targeted repairs or replacement planning.
