The cap is connected to the rest of the wall
The city owner manual discusses cap deterioration alongside tieback corrosion and displaced panels. Ask the assessor whether cracks follow a joint, expose reinforcement or coincide with changes in wall alignment. A proposed patch should address the diagnosed mechanism, not simply cover rust staining.
Keep vehicles, stored materials and heavy landscaping work away from a damaged edge until a qualified professional advises otherwise. The manual specifically warns about heavy loads near the seawall.
A cap-only project still has a defined permit path
The city Form 31 contains a cap-only entry measured in linear feet. Give Building Services the exact removal, reinforcement and replacement scope; do not equate “cap only” with “no permit.” Engineered drawings and the relevant inspection sequence belong in the proposal.
Resolution 26-26 has multiple repair categories. Obtain the city’s classification instead of selecting the lowest rate yourself.

Inspect before the evidence disappears
- Identify the length and depth of removal and which concealed components will be evaluated.
- Ask who documents the exposed steel, anchor connection and adjoining panels.
- Specify how unexpected corrosion changes the scope and approval process.
- Obtain certification and permit closeout documents for the completed work.
If the crack returns
A recurring crack deserves a new cause assessment. Compare dated photographs and ask whether drainage, anchor movement or toe support needs investigation. Anchor repairs and a broader assessment may answer questions that another surface patch cannot.
Which details help explain a cap crack?
From stable ground, photograph the location and nearby wall features. Give the assessor the context below; none of these observations is a diagnosis by itself.
- Position
- Does the visible crack occur at a joint, near a wall end or along another part of the cap? Identify the position on an overall photo.
- Change
- Do dated photos show a new opening, surface loss, rust staining or a shift in alignment? Say when you first noticed it and whether earlier photos are available.
- Nearby symptoms
- Record visible settlement behind the wall, changed panel alignment or a problem at an adjoining wall. Ask whether they are related.
