Marco Island Seawall Barge Access & Staging

By Marco Island SeawallUpdated: 2026-10-26

A waterfront address does not guarantee that the equipment can reach the wall. Trace the actual route with the marine contractor.

Write down every bridge on the proposed route

The city safe-boating guide warns that island routes may pass under multiple bridges. Its bridge brochure identifies Clam Bay crossings at North Collier, South Kendall, Hernando and Blackmore; Smokehouse Bay crossings include East Winterberry and the Collier Boulevard spans. Other entries include North Barfield at Factory Bay and Caxambas Court at Roberts Bay.

These are route clues, not a guarantee that a particular barge fits. Ask the operator to check width, loaded air draft, water depth, turning room, water levels and any current restrictions. Avoid turning a brochure’s historical clearance reading into a promised construction window.

What belongs on the equipment route sheet?

Ask the marine operator to complete the route sheet for the equipment actually quoted. Keep it with the access allowance so a vessel substitution does not silently change the job.

Start and finish
Identify the approved loading location, work frontage and any return or disposal trip. A nearby ramp or marina name is not evidence of permission to load construction materials.
Vessel configuration
Record loaded width, draft and highest point with the crane or other equipment in its transit position. Have the operator identify which dimensions govern each constraint.
Every restriction
List each bridge, narrow reach, turning area and dock obstruction on the actual route. Ask who checks current conditions and whether another route is feasible.
Working position
Show how the vessel reaches and works along the wall without assuming use of a neighbor’s dock, shoreline or submerged area.
Changed conditions
Agree on who makes the go/no-go decision, how delays are charged and what happens if a quoted route or loading site is unavailable.

Make the access assumption visible in the application

Form 31 asks about barge use and dimensions. Compare those entries with the equipment assumed in the price. If the contractor later changes the barge or proposes land access, require a review of the cost, permissions and restoration scope.

For land access, identify the route from the street to the waterfront and nearby utilities, pool structures and landscaping. The city manual cautions against heavy loading near the wall.

A vacant lot is not automatically a staging yard

The city application calls for a separate temporary-use permit for certain vacant-lot staging, pours and equipment loading. Obtain the owner’s written access agreement and the city’s requirements before storing materials. Specify surfaces, hours, cleanup and restoration in the contractor’s scope.

County boat ramps have their own commercial-launch rules. A launch permit does not authorize material stockpiling, work on another parcel or shoreline construction. Confirm the exact proposed use with the facility operator.

Is land access simpler than using a barge?

It depends on the actual route and what must be protected or restored. Ask for two complete options only when the contractor and designer consider both feasible.

For a land route

Identify gates, tight turns, utilities, pool structures, irrigation and surfaces to be crossed. Ask the professional about equipment loading near the wall. Include temporary protection and restoration, with before-work photos.

For a water route

Identify loading permission, vessel dimensions, bridge checks, working space and any dock interruption. Price the trips and setup required by the proposed construction sequence, including a return visit if anticipated.

For shared access, record each owner’s written permission and responsibility for restoration. Coordinating neighboring projects may help organize the route, but a saving should appear in the quote before anyone relies on it.

Ask for an access allowance you can compare

  • Named launch or loading location and the permission required.
  • Intended vessel route and the bridge checks still outstanding.
  • Number of mobilizations and how weather or water levels affect charges.
  • Who pays if the assumed route cannot be used.
  • Temporary dock changes, vessel relocation and reinstatement.
